Communication Strategy of "Program Kampung Keluarga Berencana" in Increasing Public Awareness to be a Member of "Keluarga Berencana" (a Study at BKKBN Tobelo, North Halmahera)
The problem of population density is very high in Indonesia especially in Tobelo city Nort Halmahera. The BKKBN agency take the responsibility to implementing the strategic Communication of Kampung KB program to increasing the public awareness to become a member of Keluarga Berencana. Therefore, the researcher aims for this thesis to be able to find out hoe the communication strategy is implemented by BKKBN in increasing public awareness and what is the obstacles.
The theory used and considered relevant to be able to support this thesis is the theory of communication planning. By using the stages of communication planning. By using the stages of communication planning. This thesis uses a phenomenological research method with a qualitative-descriptive approach. The informants specified in this thesis are BKKBN institution and the people in the village that include in that program. Informants were grouped using source triangulation techniques with data collection tools through interview. The data analysis technique used in this study is the Miles and Huberman models. There are three types of activities in this data analysis which is data reduction, data presentation, and verification.
The first result of this thesis found that the communication strategy of the Kampung KB Program includes the following stages: First, research. At this stage of the research, there are problems related to population density in North Halmahera. Second, planning. At the planning stage, the objective of the Kampung KB Program was established, namely to transform the village so that the quality of life of the community increases through the Family Planning Program. Third, implementation. At the implementation stage, the Tobelo City BKKBN collaborates with related agencies, including the Civil Registry Office, the Education Office, and also the Health Office. Meanwhile, the media used are banners or billboards, leaflets or brochures, and presentation flipcharts. Forms of activity include counseling or outreach, coaching of work groups and activity groups, and there are also meetings at the village level. Fourth, Evaluation. At this stage, it was found that there was awareness and a change in mindset to use a contraceptive or become a family planning participant, and also to be aware of being a quality and prosperous family. Fifth, Reporting. At this stage, after completing the activities of the Kampung KB program, a report is always made in the form of an SPJ (Surat Pertanggung Jawaban) and there is also a short report.
Thesecond result is about the obstacles of the implementation communication strategy for the Kampung KB Programs, among others, are lack of budget support as well as support from related agencies, Data house for the entire area are not yet available. In addition, with the COVID-19 pandemic, program activities that are usually carried out in a year have decreased and have resulted in the program being reduced.
